Despite some people's claims, Arcanists's Manasaber IS obtainable on LFR difficulty. Go get it!

You need to talk to Oculeth in Shal'Aran after getting the Eye of Aman'thul. The quest is kinda buggy and you might need to reenter the instance a few times.Requires completed Insurrection storyline.
