"Balance of Power" artifact appearance should be account wide

This questline was very relevant until nighthold and rightfully , it was character bound. But right now, to anyone that plays alts lit's just a very tedius series of things to do and collect that are not related to the current content in any way and are just a big obstacle if you want to obtain that artifact appearance. The appeareance should be account wide now.
