Zuldazar needs city guards that work.

I was afk for a couple minutes and came back to everyone being camped in Zuldazar by the docks/lower flight path area. It was a raid of 20+ alliance and only maybe 10 horde seemed to be in the phase with me. Not a single guard in sight. Plenty of horde grunt NPCs but they were just static and didn't aggro. We lured them up the pyramid where there actually were guards and they ran away and the stone guards pursued for 40 yards max.Everything except for professions and the scrapper are up top with guards but everything else in our city below them might as well not even be in a city.
