AP exploiters keep getting away with it?

From time to time, you would see a certain "pvper" jump up the ladder board of most ap gained. Usually once they are caught, they would stop so no one harasses them. Some even rename and faction change since blizzard doesn't seem to care enough to track them if no one else reports them. At least the smart ones do, but their is a certain paladin up there on the list who doesn't really pvp or do M+, yet already at 52 trait. My assumption is he just bots arena scrims all day, at least based on his armory statistics and wowprogress updates.Well what I don't understand is people made a big deal with "exploiting ap quest" back in 7.1/7.15 and everyone went on a witch hunt, big guilds got banned for a week etc.link here: http://ift.tt/2qbGfe9 http://ift.tt/2oPGbfW Pvpers are exploiting ap or scripting arena scrims etc and get away with it. I am not trying to start a witch hunt, but a discussion to how players who don't rbg/arena/M+/World quest get the most AP. If its legit, then I am sure we would all like to know how.
