The disabling of Legacy Set Bonuses is not so great.

Remember that there is more to this game than just end-game content.A lot of people will level up to 60, 70, or 80 and turn exp off. These people have a really fun time staying at old expansion level caps. It's not just twinks who turn exp off. With the change to all old set bonuses, these people can no longer use their tier sets.I would suggest that a lvl 60 be allowed to use their lvl 60 tier, but then once they hit lvl 61, the set bonus could then disable itself.Right now with the way this new system works, it is just taking away fun from people. A game is meant to be fun. Why limit and constrict a player's ability to have fun?Yes, I know the majority of people won't care and will downvote my post since they can't relate, but it won't hurt any players if blizzard allows people to use tier sets that are appropriate to their level. If you don't have a lvl 80 with an ICC set, then it won't have any affect on you however this change is implemented.Try to think of other players who might have exp turned off. Whether for twinking or for fun. They are having a huge part of their fun taken away from them.Is blizzard worried that some level 110 will be top damage in a Legion raid with a lvl 60 T2 set on? It is just such a bad change to make to the game.EDIT: Idea. When the player enters a current instanced raid environment like HFC, old sets could auto-disable themselves. Sort of similar to how raid trinkets are disabled in battlegrounds/arenas.
