In case you can't turn in your azsuna invasion quest take a flight path to Shackle's Den. Farondis will be there waiting for you.

Go south a bit, following the path. He's near the bridge that takes you to the Azsuna WB, Calamir (thanks /u/Wiknqueen for that). The quest happens in that location.
