Forget legendaries, can we fix tab targeting?

Blizz changed tag targetting in 7.0. In 7.1 they claimed to revert tab to default pre-7.0 targeting. But plenty of players have reported issues with tab targeting even after the 7.1 "fix".My guess is they changed the length of time it takes for target list to reset. So if you quickly tab between targets A, B, C you have to wait too long before tab will target A again. This leads you to targeting Z which is confoundingly 3 floors down and behind you.I'm not talking about tab scan, which has had its own set of problems. I'm talking about regular old tab.Can we get some visibility of the state of tab targeting?
