Kicking everyone before last boss in M+

Is it bannable / reportable, to kick everyone in an M+ run before the last boss?I was just in a HoA+10, was going smooth, and suddenly while doing the pride before endboss, the lead decides to kick all of us one by one, wasting about 30 minutes for everyone. Is this considered griefing / can he get punished for this behavior?
