The Deeprun Tram between SW and IF should have NPC's coming and going between the cities.

Going through the tram tunnel today I realized how empty and underused it looks, a few npcs complete with "rush hour" traffic coming in and out of tunnels would help bring life to the area as well as get people interested in it again.just a thought.
